It's just a numbers game. If your lead is white, then the odds are they have a white love interest and white family. If you make the bad guy be black, you've fallen into another stereotype. If you make the bad guy non-black, now you're starting to run out of roles. Ergo, the police chief, Judge, Mayor, gets assigned to ethnicities that have been excluded.
